Sailor Moon is drawn with her twin buns and long pigtails, wearing her sailor uniform with a big bow, hands raised in surprise. Luna, the cat with a crescent moon on her forehead, perches on her shoulder. The line art uses bold outlines for the costume and finer lines for facial details and hair strands. Try shades of blue and red for the uniform and black for Luna's fur.
